			<content:encoded><![CDATA[<p>The work which had begun on December 5, 2009 had to finish on finish on 26 January 2010 and now its end of January 2012 and still the Mahatma Phule road is not entirely complete.</p>
<p>A major part of the road is complete with dividers but the street lights have not yet been installed.</p>
<p>The said work was taken under the special 100 crore grant and the 80 feet road widening work had begun amidst voices of resent from the residents of the area. The entire stretch of the road is 1.035 kms only.</p>
<p>Currently the road from Shahpur Maratha Sanskritik Bhavan to the road which will join Basveshwar Circle (Govaves) is being completed.</p>

<p>Once completed commuting to SPM road will be very easy by this road but the time taken for the said road is very long and one still does not know as to when the same would be complete.</p>
<p>The work which had to complete in a years time it has been more than 2 years from the deadline date that the road is still not complete.</p>

<p>Under package No.13 a sum of Rs.124.36 lakhs was allocated for development of Mahatma Phule road. Under package No.15 a sum of Rs. 86.57 lakhs were allocated for building of gutters on the same road. Under package No.20 a sum of Rs. 4.08 lakhs were allocated for building dividers.</p>
<p>Under package No.18 a sum of Rs. 17.86 lakhs were allocated for central lighting for Mahatma Phule road.</p>

<p>So in total 232.87 lakhs was the total budget for the road widening of Mahatma Phule road. And the duration of completion of the work stated in the packages prepared was only 9 months.</p>
<p>So it has been over 2 years, 1 month, 24 days and still counting for the completion of the Mahatma Phule Road.</p>

<p>Take the example of the Station road which connects the Gogte Circle to Amba Bhavan.</p>
<p>The said road was not in use and was blocked by the Railways as the work on the station up-gradation was going on. Even now the work is on, but when the road was made open it was in dire straits. The Cantonment as usual never looks at the convenience of the common man.</p>
<p>The said road next to the Station is a short cut for many who want to go towards Gogte circle coming from Amba Bhavan.<a href="http://allaboutbelgaum.com/wp-content/uploads/2011/07/IMG_2394.jpg"><img class="aligncenter size-full wp-image-9079" title="IMG_2394" src="http://allaboutbelgaum.com/wp-content/uploads/2011/07/IMG_2394.jpg" alt="" width="500" height="371" /></a></p>
<p>The Head Post office is also on the same road and hence heavy traffic is always there, but by looking at the pictures one can grok the condition of the road.</p>
<p>Huge pot holes are on the entire stretch with mud, and if someone falls by slipping over, he has no other option but say “Daag Acche hain”.</p>
<p>The Cantonment should atleast patch up this road for the time being and then repair the same after the monsoons.</p>

<p>Then  temporary dividers were put up and now the permanent ones are on their way. <p>He makes us think again and again on the same old issue. Why only Hubli- Dharawad ? Are we step kids?</p>
<p>Few days ago I was traveling to my native as a cut journey at Hubli, as I  didn‟t get the direct bus from Bangalore- Belgaum (All buses were booked for  long vacations). It was a private bus and he dropped me at Hubli old bus stop and from there I was supposed to catch connecting bus to reach Belgaum at 8 am. I  was still in sleeping mood, rubbing my eyes just I was waiting for my bus to  arrive. Surprisingly a color full bus passed by me, It was crowded like a hell, It  flashed like I have seen it earlier somewhere. Mean while A gentleman from that  bus spit the paan very innocently out of the window. For a moment I was cursing that duffer but within no time I observed that that spit was painted like LIP-  STICK on Aishwarya rai‟s pic.</p>
<p>Ash Photo ? That too on KSRTC bus? and Yediyurappa also smiling  beside her.. what‟s that ? I was shocked&#8230; Oh,,, what a tragedy ,,, It was a special  gift to Belgaum for VKS,, that was one among the 30 buses designed, built and  was sanctioned to Belgaum as a precious gift on VKS-2011. what does this bus  doing in Hubli ? I was confused. Then I thought of asking about it to someone, I  immediately rushed to control room and asked an officer “ Saahebar, VKS-  Belagaavi bus hubbllyag yak ri ?(What these VKS Belagaavi buses doing in Hubli  ?)<a href="http://allaboutbelgaum.com/wp-content/uploads/2011/05/Bus-realicse-in-katti-.jpg"><img class="aligncenter size-full wp-image-8810" title="vks bus" src="http://allaboutbelgaum.com/wp-content/uploads/2011/05/Bus-realicse-in-katti-.jpg" alt="File photo " width="500" height="394" /></a></p>
<p>He gently replied “ Swamy, VKS kka anta 30 bus kottiddaru, iga sammelana  mugitallari adak 15 namag bandavu “ (they sanctioned 30 buses for VKS. Now  VKS is over, so now we have received 15 buses among them).</p>
<p>What a crap. It‟s the name of Belgaum and These people getting fame with  it&#8230; Moreover as a favor these maha janata eating Paan and spitting like crap on  my buses &#8230; I was very upset that morning, thought for a while that if these  people were so much in need of the buses for transport then they could have asked and should have taken the normal buses, why did they need only VKS  buses to make hell out of it &#8230; For a moment I felt hurt thinking when the buses  with “VKS-2011 BELAGAAVI” logo were used like Corporation trucks in other  cities what was the necessity of publishing the name of my city on it. Why were  they been sent to Belgaum earlier?</p>
<p>For the next two hours journey I was feeling like sitting on hot oven. So  many questions were running in mind. Why so? My native means so much only  for the government? People/government of this state remember us only when the  border issue is provoked or only while forming a new Kannada Rakshana Vedike  in Bangalore ? What a Bad luck for my Belgaum.</p>
<p>I don‟t know whether these words are coming out for pride, Jealous or  because of expectations but are all explanatory of the partialities/bifurcation  done on us.</p>
<p>Its not only the matter of today, Post Independence everything that happened  with my Belgaum was all of this kind only, Just for the reason that the  neighboring state is waiting with watering mouth for Belgaum‟s merger with it till  now whatever my city/district deserved and undeserved was pulled by our own  neighbors, why ? Don‟t we have any right on it? Don‟t we deserve them? Or we  not Kannadigas ?</p>
<p>Just Think, The TELCO &amp; TELCON present in Dharawad, TATA itself was  expecting to build that plant in Belgaum. Our politicians smartly drove it off to  Dharawad. Same way, the recent HERO-HONDA plant was also proposed to us  and now its in Hubli, In the first ever allocation of „High Court Sanchari Pita‟ it  was mentioned to be bought in Belgaum, Unknowingly it was shifted to  Dharawad. Its not just one or Two,,, there are so many such examples available.</p>
<p>Mahindra Tractor plant, International Airport, North Kartaka‟s Railway hub  everything stops at Hubli-Dharawad. Its all the fate of us and the politicians dis- belief on Belgaum, the fear of What if after settling up all these big firms Belgaum  shifted to other state? I feel they don‟t have self confidence, In this how can the  neighboring Pillu‟s/Baccha‟s kept quite, of course they raise the voice for</p>
<p>Belgaum .</p>
<p>When the scenario is like this, what the unemployed will do ? Manufacture  Local SARAYI (Kallabatti)? Then, when our excise minister or excise department  raids they will hit back with stones (Remember the recent incident).</p>
<p>Still, My Belgaum is not lagging in anything, Politics apart, just with our own  efforts and struggle we have built our district stronger and healthier. We have  more than 25 sugar industries, Aluminum , Iron Casting, Automotive spare parts, Hydraulics, Aerospace and for so many other industries we are the pioneers. But  still with Hubli-Dharawad political effect and present industrial ministers „krupa</p>
<p>ashirvaad „ made a great impact on taking Hubli-Dharawad forward and pushing  us a step behind.</p>
<p>The requests of decades has neither turned a railway root to Belgaum nor any  developments, Its not surprising even if after completion the total Kalasa- Banduri projects flows only to those cities, Though Volvo Vajra buses run in Mangalore, Mysore and Bangalore we can just dream them, Our tourism</p>
<p>ministers Mr, Reddy‟s promises for development also we have with us but no  updates, We can just dream off or keep expectations on our cities growth, anyhow  giving it to us or transferring it to the other cities is left to our ministers, isn‟t it ?</p>
<p>In all this time I don‟t understand what my Belgaum politicians are doing, As  per my knowledge one person flied some kites and the other ran to resorts behind  rebel MLA‟s to convince them. And the others they played a safe game being away  from all these headaches. And the common people “ Always say „ Why should I  bang my head; “ ,,, ha ha ha,,,</p>
<p>In how I am free, Though let me try once, let me see what response I get if I  write an phrase on all this&#8230;.</p>
<p>And the words are here &#8230;</p>
<p>My dear Chief Minister, Transport Minister, Industrial Minister , tourism  Minister and any related politicians ( if they feel they are related) to Belgaum.   Please consider my request, Please give us back our 15 VKS buses, Please give a  space or a infrastructure to all those industries or business that flows to Belgaum,  don‟t manipulate it, Give us a railway/rail root not just railing promises . Please  construct some entrance gates (Swagat kamaanu)at our borders also. Give  freedom to the land of legends Rani Cennamma and Rayanna. Let us grow, help  us grow.</p>

<p>As the road has been widened which now boasts to be about 100 feet wide is causing a lot of problems as there are no dividers from Bogarves towards the circle and from Khanapur Road towards Sanchayni Circle.</p>

<p>The need of the hour is also of an traffic island so that people take a round and go to camp or commuters coming from Khanapur road go round the island towards Bogarves.</p>

<p>Why cant simple things of this sort be planned while the circle was being widened. This is the need of the hour as no one knows who will cross from where and each one is bound to hit some one at the intersection.</p>
<p>In the night this place is dark as the hi mast lamps never glow and causes much more chances of collisions.</p>
<p>The Traffic south police station is hardly 100 mtrs from this point and even then there is no traffic constable ever on duty here.</p>
<p>The problem here also could be who will build the dividers the Cantonment or the PWD.</p>

<p>All the houses coming in the way, a old well all were brought down by the machines and now after year still the road is incomplete.</p>

<p>Only one side of the road has been tarred and no work is taking place on the site.</p>
<p>The delay is understandable as the said works contract was supposed to be completed on 28 January 2010.</p>

<p>This road was supposed to be connecting Bank of India to Govaves, but nothing has happened after the Phule road, only road of mud exists.</p>
<p>The Urban development ministry has said that Belgaum corporation was the worst in implementation of the Rs.100 crore grant and this is one of the reason.</p>
<p>What is taking so long is still unknown. The local MLA who had taken so much keen interest in starting this work and who had placed his boards all over the road claiming development, can youy answer why so much delay.</p>

<p>One side of the road is blocked in many parts as the work is on. A few BSNL telephones are not working from past 7 days.</p>
<p>This particular stretch of road was quite decent but as one side of the road (right side of the road while going from Military Mahadev to 1<sup>st</sup> gate).</p>
<p>Heaps of mud are lying as in the image which was taken on 16-12-2010 morning. The entire road is full of dust and commuting from this road is now a hardship.</p>
<p>Now that the KUWS dept has dug the road and laid the mud, but who will re tar the road and make it as it was earlier is the question. The bigger question is WHEN this road will be done.</p>

<p>Potholes here rule the road and after every 7 days mud is filled in potholes.</p>
<p>The situation of this road always is in a question as the Cantonment says that the said road has been approved for widening and hence the PWD will look after it, and the PWD must be saying still work has not yet commenced so we have nothing to do with it.</p>
<p>But it is the common man that suffers.</p>
<p>Infact once there was a time that roads under the Cantonment were the best in the city but now the situation is no more same.</p>
<p>See the condition of the road at Gogte Circle (from Congress road to Khanapur road)  this is the worst maintained road gain on both sides from Gogte circle towards First gate on Congress Road, but no one is interested in looking after these roads. (This road comes under Cantonment upto Nanawadi-Kagal Cross)</p>

<p>Here again the problem is the same, as to who takes up the repair work, as the said road comes under the PWD as it is part of NH4A.</p>
<p>One more such pathetic road is the Wholesale vegetable market road towards Dharwad road, Horrible potholes there as well, but no one to hear.</p>
<p>Cantonment should look into these woes of the common man and solve the problems. There should be a co-ordination committee between the various agencies so that such delays in repair of roads does not happen in future.</p>

<p>This road has a dense cluster of trees under which love stories and break ups have happened and these trees have been a witness to many such events.</p>
<p>But now all these trees will be history and under whose shade will the love bloom or break happen. This road is mostly flooded by college students and many enjoy the shade of trees to just chat on the latest movie or newbie around.</p>
