BCC issues notices to Cinema halls on parking fee issue

The Belgaum city corporation has issued show-cause notices to the cinema halls in the city stating that there was no provision under the law for collecting parking fee from motorists in commercial establishments like malls and multiplexes.

In spite of this, the practice of collecting parking fee has continued. As per law, These commercial buildings are given completion certificates by the Municipal Corporation, which is the competent authority to do so. Permission is given to construct multi-storeyed buildings for commercial purpose as per the law. And under the law, parking space is mandatory for all commercial complexes, malls, multiplexes and high-rise buildings with respect to their floor area and size of building under construction.

Then these were exclusive parking spaces meant for commercial buildings and were not ‘private paid parking places.

Notice was issued after a complaint that a customer was fleeced at a mall in the city where he was forced to pay more for parking fee. In the reply got from one, in which they had reportedly justified collecting the fee, terming it as required for maintenance of the parking lot.

Each cinema hall charges for parking ranging from Rs.20 to Rs.60 as well. A few dont charge as well.

This matter was brought up after the complaint and discussion of the commercial establishment in basements.

  1. Why bcc is not taking similar action against molls like big bazar,KEB,Telephone dept etc? Make one rule implement it strictly.
