In 2014, Assembly speaker Kagodu Thimmappa told reporters in Belagavi that there is a proposal to develop a garden at a cost of Rs 13 crore around SVS for people to sit and relax.

The 400 crore structure is put to use hardly 20 days in a year and the rest Public Works Minister H C Mahadevappa said, “the building is spread over 6 lakh sq ft and at least Rs.5 crore is required for its maintenance. Instead of spending money from the exchequer for its upkeep, it is better to develop the area around the Soudha. The revenue generated could be used for the maintenance.”of the year there is no activity at the SVS. The vacant land around the Soudha is about 70 acres. The plan is to have an open theatre, rock garden, musical fountain, artificial waterfalls among other things. Even an artificial lake would be developed to introduce boating.
