Action Taken Report on Budget Speech presents the details of actions taken on
the announcements made in the Budget Speech for the Financial Year 2025-26.
This report outlines the status of implementation of various policy initiatives,
programmes, and measures announced in the Budget Speech, as reported by the
concerned Departments. This compilation is intended to promote transparency
and facilitate assessment of the progress of actions taken on Budget
commitments.

KEONICS will establish three new Global Technology Centres as plugand-play facilities in Mangaluru, Hubli and Belagavi.
Action taken – A proposal has been received to establish a GTC Plug and Play facility in the Belagavi district. In this regard, a letter was written to the Deputy Commissioner of Belagavi on 02.12.2025, requesting the allotment of land (2.1 acres / 7800 sqm) at the Kalamandir Building in Tilakwadi.

A new DC office building will be constructed in Belagavi city with a total cost of Rs.55 crore
Action taken – With the approval of Cabinet, Government Order No: RD 89 WBR 2023, dated:19.12.2025 has been issued to construct the building from PWD.

Rs 2 crore will be provided for constructing a memorial for Seva Dal founder, freedom fighter and Padma Bhushan Dr. N.S. Hardikar at Arogyadhama in Ghataprabha in Belagavi district.
Action taken – In the Government Order No.; Kasamva/113/Kasadh/2025, Dated:06.05.2025, In-principle approval has been given to provide Rs. 2.00 crore for the construction of a memorial of Seva Dal founder and freedom fighter Padma Bhushan Dr. N.S. Hardikar at the Arogya Dham in Ghataprabha, Belgaum district.

Two new Sports Science Centres will be set up at Mysuru and Belagavi at a cost of Rs. 7 crore.
Action taken – Administrative approval has been accorded vide G.O No: YSD-EPE/130/2025, dated:07.05.2025. Sri Kanteerava Stadium Complex is in progress & a Sports Science Centre at Belgum is in progress.

A feasibility report will be prepared to establish an Agriculture College in Athani taluk of Belagavi district.

Action taken – G.O. No. AGRI-AUD/9/2022, Dated: 10.06.2025 has been issued. Steps have been taken to obtain a feasibility report from experts for establishing a new Agricultural College in Athani Taluk.

Interest waiver scheme on medium and long term loans of DCC and PCARD banks was announced in the Belagavi session of 2023-24. Under this scheme Rs.240 crore interest on the loans has been waived off.

Action taken – Government Order No.: CO 129 CLS 2025, dated: 20.05.2025 and CO 129 CLS 2025 dated:11.09.2025 has been issued. For this purpose, the Government has released โ‚น141.27 crore to the KASCARD Bank vide Government Order No: CO 129 CLS 2025, dated: 20.05.2025, and โ‚น87.98 crore to the DCC Banks vide Government Order No: CO 129 CLS 2025, dated: 11.09.2025.

Junjarawada lift irrigation scheme in Athani taluk of Belagavi district

Action taken – The Junjanavada lift irrigation project in Belagavi district, the Kurdi project in Manvi Taluk of Raichur district, and the tank-filling project in Chittapur Taluk of Kalaburagi district have been initiated, with works progressing at various stages.

The government residential schools for special children at Mysuru and Belagavi will be upgraded at a cost of Rs.5 crore. They will be maintained in cooperation with NGOs.
Action taken – G.O No: WCD 159 PHP 2025, dated: 16.07.2025 has been issued. Action has been taken to uplift the Government Residential Schools for Special Children in Mysore and Belgaum by an expenditure of Rs. 2.00 crore each for infrastructure developments and Rs. 50.00 lakhs each for non-infrastructure developments.

To encourage the education amongst the children of construction workers, Residential Schools from 6th to 12th standard will be constructed by Building and other Construction Workers Welfare Board in 31 Districts of the State.
Action Taken- Administrative approval has been accorded vide G.O No:LD 190 LET 2025 Dated:22.07.2025. The Board has invited tenders under four revenue divisions for the construction of 31 schools in 31 districts of the state at a total cost of โ‚น1,125.25 crore. Work orders have been issued for the construction of 23 schools in the Bengaluru, Kalaburagi, and Belagavi divisions. The tender process for the construction of 8 schools in the Mysuru division is completed and LOA has been issued.

New Labs aligned with Industry 4.0 technology based syllabus will be established at KGTTI Centres in Bengaluru, Kalaburagi, Mangaluru and Belagavi at a cost of Rs.10 crore.
Action Taken- G.O.No. SDEL 20 ITA 2025 DATED.24.09.2025 has been issued. Government orders have been issued to establish laboratories at Mangaluru and Belagavi. However, since only one bidder participated in the tender process it is being re-tendered.

Dharwad-Kittur-Belagavi Railway line
Action Taken – A grant of Rs.600.00 crores (all 9 projects) has been released in the current year for ongoing railway projects as per demands of the Railway Department and the Land acquistion officer.

In order to further strengthen Karnatakaโ€™s leadership in the Global Capability Centres, Global Innovation Districts will be developed by KEONICS in Mysuru, Belagavi, Dharwad and Bengaluru.
Action Taken – The Administrative Department has given in-principle approval vide Order No.: ITBT 47 ADM 2025, dated: 17.07.2025 for the Global Innovation Districts (GIDs) subject to the condition that they will be funded from the internal resources of KEONICS and a proposal has been submitted to the Department of Industries and Commerce for identification of the land required for setting up these centres. Further action will be taken by KEONICS in this regard

With a view to monitor vehicular traffic and to detect and control cases of violation of traffic rules, AI-enabled electronic cameras will be installed at 60 places in Davanagere, Dharwad, Kalaburagi, Belagavi, Chitradurga, Haveri, Hospet, Bellari, Vijayapura and Dakshina Kannada districts at the cost of Rs.50 crore.
Action taken – Administrative approval has been given vide Government Order No. TD 85 TDO 2025, DATED:23.09.2025. The process of tendering is in progress.

Sri Renuka Yallamma Temple, one of the major religious centres of the State, and Devika Rani Roerich Estate will be developed under the Special Capital Assistance Scheme, with a total expenditure of Rs. 199 crore.
Action Taken – G.O No: TOR 159 TDP 2024 (Part-1), Date: 20.11.2025 has been issued. Administrative approval has been accorded vide G.O No: TOR 159 TDP 2024 (Part-1), dated:20.11.2025 for development of Sri Renuka Yellamma Temple in Belgaum District at the cost of Rs.100 crores under the SASCI Scheme of the Union Ministry of Tourism. Tenders have been invited on 30.12.2025 through the Deputy Commissioner and Chairman, District Tourism Development Committee, Belgaum. Approval has been given to develop Devikarani Roerich Estate in Bengaluru under the SASCI Scheme of the Union Ministry of Tourism at a cost of Rs. 99.17 crore, and a Management Plan/Mitigation plan is being prepared by the Forest Department. Administrative approval has been given vide Government Order No.: TOR/141/TDP/2023, dated: 15.10.2025, for the implementation of works worth Rs. 55.33 crore in Phase-1 and tender has been invited on: 30.12.2025

Channavrishabhendra, Karagaon in Belagavi district and Kottalagi Ammajeshwari in Athani taluk.- 1st stage work under progress and 2nd stage works are under award stage.

Kempavada-Basaveshwara tank filling scheme of Kagavad in Belagavi district – 2 pumps commissioned, remaining works are under progress
