‘B’ Khatas to Be Issued for Unauthorised Properties

Chief Minister Siddaramaiah has directed urban local bodies across Karnataka to start issuing ‘B’ khatas for unauthorised properties as a one-time measure to prevent the spread of illegal layouts.

Unlike ‘A’ khatas, which are granted to legal properties, ‘B’ khatas are meant for unauthorised constructions and allow the government to levy property taxes. While property owners with ‘B’ khatas can sell their assets, they may face challenges in obtaining bank loans.

“People who have built homes on revenue layouts or unauthorised sites should not face difficulties. We have come up with a one-time solution to provide relief to the poor and middle class. All such properties should be issued khatas within three months,” Siddaramaiah stated.

Survey Begins in Belagavi

In Belagavi, a survey has already begun to register unauthorised properties under B Khata in e-Aasthi, the online property registration system. To facilitate this process, authorities will request information from HESCOM (Hubli Electricity Supply Company) and the Tehsildar’s office. The municipal corporation will send formal requests to these departments:

According to preliminary estimates, there are nearly 30,000 unauthorised properties in Belagavi. However, it is unclear how many of these will be eligible for inclusion in B Khata under e-Aasthi. Property owners will have the opportunity to apply using a prescribed format to initiate the registration process. If applications are received in large numbers, authorities may need to organise public meetings across different parts of the city to facilitate registrations.

Following the announcement of the B Khata scheme, discussions have resurfaced about the Akram-Sakram scheme, which aims to regularise unauthorised properties and grant them official status. The Akram-Sakram scheme was proposed three times in the past but was not implemented due to legal hurdles and judicial stays. Now, many are urging the government to take the scheme seriously and ensure full regularisation of unauthorised properties in Belagavi.

  1. This scheme will provoke people infuture to create more such illegal layouts and constructions, which are bad of town planning and hurdle Sustainable Development. Contrary govt should have ordered for bulldozing like other states. Don’t know what make govt to take soft approach.

  2. All very well that they want to help those in unauthorized dwellings and are even holding camps to help them out. But many owning regular authorized dwellings still seem to be in the dark about getting their e-aasthi or e-mail khata without which regular sale transactions cannot take place. We hear about campaigns and camps in Bengaluru & Hubli. But Belagavi Corporation has kept its citizens in the dark leaving them at the mercy of agents. Wish allaboutbelgaum will come up with something to guide the people of Belagavi
