The Union Government has detailed the progress of the E-Courts Project in Belagavi district, outlining major digital upgrades, improved services for litigants, and steps taken to address staff shortages. The information was revealed in a reply to an unstarred question raised in the Rajya Sabha by MP Iranna Kadadi on December 4, 2025.
Key Digital Initiatives Underway
According to the Ministry of Law & Justice, Belagaviโs subordinate judiciary has seen a series of significant digital advancements:
- District Court website migrated to the secure and scalable S3WAAS platform.
- District Judiciary Online Services now allow citizens to easily access certified copies of orders and judgments.
- e-Summons through email enabled by the High Court of Karnataka, backed by the 2024 rules for electronic service of notices.
- Virtual Court for traffic offences, operational since 2020 in Bengaluru, has extended its jurisdiction to Belagavi.
- Information KIOSKs installed across all court complexes;
e-Sewa Kendras functioning in Belagavi and Raibag provide VC cabins and help desks. - Solar panels installed in Athani, Raibag, Sankeshwar, Saudatti, Khanapur, Bailahongal and Hukkeri Court Complexes.
- Bilingual e-ILR (Indian Law Reports) portal launched for free access to advocates, litigants, officials and students.
- Paperless Courts push:
- Fully integrated hardware installed in 20 of the 78 court halls.
- District-wide e-Filing, e-Payments, and case record digitization are being rolled out.
- Regular training for judicial officers and staff to strengthen digital adoption.

Video Conferencing Infrastructure
Out of 78 court halls,
- 10 halls currently have full hybrid video-conferencing facilities.
- The remaining 68 halls use available systems (all-in-one desktops), and their conversion into fully equipped Digital Court Halls is ongoing.
- Digitisation of case records is also in progress.
Staffing Situation
The High Court of Karnataka has reported:
- No vacancies in the Senior Civil Judge cadre in Belagavi.
- Recruitment is in progress to fill 158 Civil Judge posts statewide.
- Vacancies among support staff in Belagavi courts are being filled through promotions and direct recruitment
