MP Shettar Urges CM to Seek Review of Supreme Court Ruling on Building Permissions for Utility Connections

Belagavi MP Jagadish Shettar has written to Karnataka Chief Minister Siddaramaiah, requesting that the state government approach the Supreme Court to seek a review of its recent judgment mandating building permissions and Completion Certificates (CC) as prerequisites for essential utility connections.

The Supreme Court, in its Civil Appeals No. 14604/2024 and 14605/2024 dated December 17, 2025, ruled that electricity, drinking water, and sewerage connections should only be granted to residential and commercial buildings after obtaining proper building permissions and CCs. This ruling applies across metropolitan, urban, town, and rural areas of the country.

Shettar expressed concern that the judgment, though well-intentioned, may inadvertently affect lakhs of poor and middle-class families. He warned that without proper documentation, many households may be denied access to basic utilities, pushing vulnerable communities into hardship.

“The judgment emphasizes legal compliance and ensures that utility connections are provided only after a building is sanctioned, constructed as per approved plans, and inspected. However, this could create a crisis for those who are already living in such buildings but lack formal approvals,” Shettar stated.

He added that the state government has already directed officials to implement the Supreme Court order. As a result, any deficiencies in building permits, CCs, or sanctioned maps will lead to denial of water, electricity, or sewerage connections.

In his letter to CM Siddaramaiah, Shettar appealed for urgent action to protect the interests of the poor and middle class. He urged the state to file an application before the Supreme Court seeking a review of the order and to explore alternative mechanisms that would ensure justice and access to essential services without compromising legal processes.
