The State government on Thursday decided to extend relief to owners of properties developed in illegal or unauthorised layouts that are currently registered under B-Khata within the limits of urban local bodies across Karnataka. With this decision, around 10 lakh properties across the State are expected to benefit, though the government has not yet estimated the total revenue to be collected for regularising these properties.
5,985 Properties in Belagavi to Benefit
In Belagavi city alone, 5,985 properties that are presently registered under B-Khata will now be eligible for A-Khata. Following the State governmentโs decision, the Belagavi City Corporation is expected to initiate the process soon.
These properties include plots, houses and residential complexes that were developed without obtaining approval from the competent authority. Earlier, such properties were issued only B-Khata. The latest decision allows their owners to obtain A-Khata by paying the prescribed regularisation fee, bringing significant relief to thousands of households.

Background of B-Khata Drive
The State government had launched a B-Khata registration campaign for unauthorised properties within urban local body limits in February 2025. In Belagavi, only 5,985 unauthorised properties were registered under B-Khata during this drive.
However, the campaign did not receive the expected response. Many property owners could not complete B-Khata registration due to the lack of mandatory documents, despite the potential revenue it could generate for the civic body.
According to available data, Belagavi city has around 1.6 lakh properties, of which more than 31,000 are unauthorised. Records show that only authorised properties are entered under A-Khata. So far, just 40,934 properties have been registered under A-Khata in the city.
Over the past 11 months, several complaints have been filed alleging corruption in the revenue department during the A-Khata and B-Khata registration process. Some revenue officials have been accused of irregular property transfers and attempts to issue B-Khata improperly, bringing the City Corporationโs revenue department under scrutiny.
