In response to a PGRS query by Adv. Nitin Bolbandi, L&T, the agency undertaking the Belagavi City Water Supply Project, has clarified the procedure followed for road restoration after the completion of pipeline and House Service Connection (HSC) works across the city.
According to the reply, road restoration begins only after the completion of pipeline works and the provision of house service connections. The restoration is limited strictly to the trenches excavated during the laying of pipes, as per contractual terms.
The process involves a two-step approach:
- Initial temporary restoration is carried out using suitable materials with proper compaction.
- Permanent restoration is then taken up, restoring the road to its original condition using Asphalt, Cement Concrete (CC), or Interlock Pavers, depending on the type of surface.
The entire restoration process can take anywhere between 15 to 30 days, L&T stated. In the interim, the agency ensures proper debris removal and dust suppression measures, particularly by ensuring adequate water compaction of the trenches to reduce public inconvenience.

The agency also mentioned that road restoration has been initiated at several locations, with GPS-tagged photographic documentation attached as part of the progress tracking.
Currently, active restoration works are underway in Hanuman Nagar, Bhagya Nagar, Chidamber Nagar, Mahanthesh Nagar, Old PB Road, Shri Nagar, Chennamma Society, and Kanabaragi, among others. Remaining areas will be attended to in a phased manner, based on priority.
This clarification comes amidst growing public concern about incomplete or delayed road repairs following pipeline work in various localities.
