Form-7 is used to request the removal of a name from the voters’ list.
In Belagavi, BLOs have reportedly received a large number of already printed Form-7 applications containing the details of Muslim voters. The BLOs reportedly questioned who had prepared these forms and why they were brought to them for processing.
At one polling station, around 380 such forms were reportedly found.
Important: This does not mean that these voters have been removed from the electoral roll. A Form-7 application is only an objection/request, and the Election authorities have to verify it before taking any decision.
The key question now is: Who prepared these forms, how were the voter details obtained, and who asked for them to be submitted?
The incident was reported in Belagavi North Assembly constituency, at six polling stations/parts:
- Veerabhadra Nagar: Parts 194, 195, 196 and 199
- Government Kannada Higher Primary School, Shettigali: Parts 209 and 210
Polling Part 196 is where Booth Level Agent Meersab Sanadi reportedly found his own name, along with those of relatives and neighbours, among the approximately 380 Form-7 applications.
Form-7 process — simply explained
Form-7 is a request to the Election Commission to remove a person’s name from the voters’ list.
The normal process is:
- A person files Form-7 stating why a voter’s name should be removed — for example, death, permanent shifting, duplicate registration, or other specified grounds.
- The application is submitted to the election authorities, along with the required details.
- The BLO/Election Officer verifies the claim. The voter may also get an opportunity to respond, depending on the case.
- Only after verification and due process can the Electoral Registration Officer decide whether the name should be deleted.
- Simply filing or receiving Form-7 does not remove a person’s name.
So, in the Belagavi case, the important issue is not that the voters were automatically deleted, but that pre-filled Form-7 applications containing voters’ details were reportedly presented for deletion. The question of who prepared those forms and on what basis is what needs to be established.
