650 per lunch, 325 per breakfast: RTI flags illegal free meals for MLAs

Right to Information activist Bhimappa Gadada has questioned the government’s decision to provide free breakfast, lunch and snacks to ministers and MLAs during Assembly sessions in Bengaluru, stating that such a provision is not permitted under the rules.

According to Gadada, ₹95.83 lakh was spent on food during Assembly sessions held in February and July 2024, and March and August 2025, despite MLAs already receiving daily allowances.

Officials of the Legislative Assembly Secretariat have themselves admitted that the rules do not allow free meals and snacks to members during Bengaluru sessions. However, the same officials approved and paid hotel bills at the following rates:

  • ₹650 per lunch
  • ₹325 per breakfast
  • ₹200 per snack
  • ₹50 per cup of tea or coffee

Speaking in Belagavi, Gadada demanded that the entire amount paid to hotels be recovered from the Speaker. He warned that if the money is not recovered, officials responsible for causing financial loss to the government would be held accountable and legal action would be initiated.

He has written to the Chief Minister, Deputy Chief Minister and Law Minister in this regard. Gadada has also filed a petition before the Dharwad High Court challenging the provision of free meals during the winter session in Belagavi. The High Court has already issued notice to the government.
