In a significant development concerning the long-delayed Kalamandir commercial complex in Tilakwadi, Belagavi authorities have decided to approve the lone bid received in the latest tender process to lease out the facility. The move signals a possible breakthrough for the โน47.83 crore project, which has remained non-operational for nearly a year after its inauguration.
The decision was taken at a high-level meeting held last week at the Deputy Commissionerโs office. The meeting was attended by Deputy Commissioner Mohammed Roshan, Smart City Managing Director Kavita Varangal, Municipal Commissioner Karthik M., along with other senior officials. Sources indicated that the approval of the single tender was driven by the urgency to prevent further delays and to make the complex functional at the earliest.
Constructed under the Smart City Mission, the multi-purpose commercial complex was inaugurated on April 20, 2025, by Chief Minister Siddaramaiah amid considerable public expectations. Built on the site of the old Kala Mandir, the project was envisioned as a modern urban hub featuring retail outlets, a multiplex, food courts, parking facilities, and community spaces.
However, despite the high-profile launch, the complex failed to attract tenants and remained shut since inauguration. Earlier attempts to lease out the property through tender and auction processes had drawn no response. Officials cited high rental expectations, stringent lease conditions, and uncertainty over commercial viability as key reasons for the lack of bidder interest.

During the prolonged period of inactivity, the condition of the complex deteriorated noticeably. Reports of rusting interiors, damaged fixtures, broken grills, and accumulation of garbage within the premises drew criticism from citizens and local traders. Concerns were also raised over inadequate security and poor maintenance of the asset.
The responsibility for maintenance and tenant allocation rests with the Belagavi Smart City Development Society, which has been overseeing the project. While single-bid approvals typically invite caution due to the absence of competitive pricing, officials appear to have taken a pragmatic view in this case to revive the stalled project.
With the bid now approved, the next steps will include finalisation of lease agreements, technical verification, and confirmation of operational terms. Authorities are hopeful that this will pave the way for the long-pending commercial complex to finally open its doors to the public.
