Youtube is US registered company, forget DC, India gov does not have jurisdiction over it. Nor its servers are in India to apply law of the land. Then how DC can enforce ? he can enforce through courts by blocking youtube URL through ISP. This is meaning less since people can use open DNS like 1.1.1.1 or 8.8.8.8 google dns.
