Tata Power Seeks Entry Into Belagavi Power Distribution Sector; Final Decision With KERC

Tata Power Company Limited (TPCL) has applied for a licence to distribute electricity in parts of Karnataka, including North Karnataka districts such as Belagavi, Dharwad, and Karwar. However, officials clarified that the final decision on the proposal rests with the Karnataka Electricity Regulatory Commission (KERC).

Under the Electricity Act, 2003, licences are generally granted if applicants meet the prescribed norms. At the same time, the Commission is also empowered to consider broader public interest while evaluating such proposals.

Tata Power has submitted its application seeking permission to operate in areas currently under the jurisdiction of HESCOM. At present, electricity distribution in Belagavi district is handled exclusively by HESCOM. If the proposal receives approval, consumers may eventually get the option to choose their electricity service provider, similar to the telecom sector, where multiple operators use a common infrastructure network.

The move could introduce competition in areas such as customer service, billing systems, grievance redressal, and quality of power supply.

Belagavi, which is rapidly emerging as an industrial and commercial hub in North Karnataka, has seen significant growth in foundries, automobile component manufacturing, engineering industries, MSMEs, and IT-related investments. Industry experts believe that improved competition and private participation could help reduce power outages and improve operational efficiency by lowering transmission and distribution losses.

Tata Power already manages electricity distribution operations in major cities, including Mumbai and Delhi.

However, the proposal has triggered concern among employee unions. The Karnataka Electricity Board Employeesโ€™ Union has opposed the move and warned of protests against allowing private players into the distribution sector.

KERC is expected to undertake a detailed review of the technical, financial, and legal aspects of the application before arriving at a final decision.
