A 69 km ring road for Belagavi has been approved under the Bharatmala 6 project. As per the September 2017 notification any NHAI project being implemented in the state, the state will have to bear 50% of the land acquisition cost, this was not there earlier.
With regards to this, the Professionals forum and Forum of associations came together and have met the top bureaucrats in the state and have brought it to the notice that for this project to kick start the State Govt will have to give a consent letter that it would bear the 50% of the land acquisition cost.
In a meeting held of the Professionals forum and Forum of associations in Belagavi, MLA Abhay Patil briefed the gathering about what has been done and what will be done so that the project gets a start.
This project was first envisaged and DPR was prepared in 2017 and around 9 alignments were studied which would align with the National Highway and ease the traffic load in the city.
The project has been divided into 3 separate packages for ease of execution.
Mr.Patil said that as he was made aware of this clause he has spoken about the same to the Chief Secretary and also the Chief Minister for the inclusion of a sum of around 190 crore as the share of the 50% land acquisition cost.
Efforts are on that, the 190 crore allocation may be made in the upcoming budget so that the consent letter could be forwarded to NHAI.
Once the Letter of consent is sent to NHAI, it will then start the land acquisition process along with the Tender process which could be PPP or other models as deemed fit.
After the tender is awarded it may take 24 months for the project to be completed of 58 kms out of the 69 kms. The remaining 11 kms stretch comes under Forest for which approvals will have to be taken and as there are 3 separate packages 2 can be executed and one even if delayed will ease a load of traffic in the city.
With regards to the expansion of the SH20 to the airport, the said road has not been transferred to the NHAI and hence the state Govt only will have to widen it. Already the PWD has the acquisition of around 30 mtr width across the stretch barring a few places which can have a 4 lane road without service roads.
A 90 crore proposal for the same in pending and if even 50 crore are allocated for this in the budge the work can be started.
The FOAB (Forum of Associations of Belagavi) is a voluntary group involved in civic activism for a couple of years. The forum is an association of all the other trade and industry associations in Belagavi which collectively can work on issues related to the overall development of the city.
