CREDAI seeks renewal of engineer licences on Nirman-2 portal

The Confederation of Real Estate Developers’ Associations of India (CREDAI), Belagavi chapter, has urged the Belagavi City Corporation (BCC) to expedite the renewal and activation of licences of registered engineers on the Nirman-2 portal, citing delays in the processing of building permission applications.

CREDAI Belagavi President Yuvaraj Hulji and Secretary Prashant Wandkar submitted a memorandum to BCC Commissioner Kartik M, stating that several licensed engineers are currently unable to submit or process applications on the Nirman-2 portal as their licences have not been renewed or activated.

The association has specifically sought immediate action on licences required for Alteration and Addition applications and Ground Plus Four (G+4) building permissions. It said the delay is affecting engineers, builders and citizens awaiting building approvals.

According to CREDAI, timely renewal and activation of the licences would ensure uninterrupted processing of applications, reduce delays and enable engineers to discharge their professional responsibilities. It would also help citizens obtain building permissions without unnecessary hardship.

JOC diploma holders also seek licence renewal

A similar issue has been raised by holders of Job Oriented Course (JOC) diplomas in Building and Road Construction Technology and Architecture Diploma.

In a representation submitted to the BCC Commissioner, former corporator and JOC diploma holder Vinayak Gopal Gunjatkar said the City Corporation had been issuing and renewing licences to JOC and architecture diploma holders since 1980. He claimed that the renewal of such licences has recently been stopped without any clear explanation.

The representation states that there are nearly 400 JOC diploma holders who depend on the work for their livelihood. It also points out that the course was introduced by the Karnataka government for students from poor and middle-class families and that the qualification enables them to undertake work related to roads and buildings.

The representation further states that JOC diploma holders were informed during discussions with officials that there were no options available in the existing ULMS system for their category. It has sought the opening of a Nirman-2 option for JOC diploma holders so that their licences can also be renewed.

The JOC diploma holders have said that several representations have already been submitted to the authorities but no response has been received so far. They have appealed to the corporation to intervene and restore the licence renewal facility, stating that the issue is directly affecting the livelihood of hundreds of diploma holders.

Both representations point to a wider concern over the transition to the Nirman-2 system and the need to ensure that eligible professionals are not left out of the building approval process because of licence renewal or portal-related issues.
