In that case, there are chances of making provocative speech or provocative statements, due to which language conflict will develop and law and order will be threatened to a greater extent.
Apart from that, as there is a possibility of causing damage to public property and provoking the Marathi residents of Karnataka.

Ministers from Maharashtra are to arrive in Belagavi city and participate in various programs of Belagavi city.
The State Government of Maharashtra has made the Central Government a respondent in the Hon’ble Supreme Court regarding the annexation of about 865 villages and 05 cities/towns including Belagavi, which are bordering Karnataka State, to the State of Maharashtra and Section 8(1)(a)(i) and Section 8(1)(b) ) States re-Organization Act-1956 vide O.S.No. As on 04/2004 an application has been filed regarding the border issue. The said application is now pending in the Hon’ble Supreme Court.
On 26.11.2022, 27.11.2022 and 29.11.2022, various pro-Kannada organizations have blocked the highway and protested in the city against the Maharashtra state government because Jai Maharashtra was written in black ink on the Karnataka buses going to Mane and Aurangabad in the state of Maharashtra.
Members of various pro-Kannada organizations have appealed to the Maharashtra state minister in Belagavi city not to allow him to enter Belagavi city due to the border issue and if permission is given, they will conduct untoward incidents.
Earlier during the sessions of Legislative assembly in Belagavi city, Political leaders from Maharashtra State visited Belagavi city and made provocative statements in the city.
Cases have been registered due to hostile atmosphere and threat to law and order.
As per the plan on 06.12.2022 Ministers and MPs of Maharashtra are to arrive in Belagavi city and visit Chhatrapati Shivaji Maharaj Udyan Shahapur, Dr. B.R. Ambedkar Garden, Rangoobai Palace Ramalinga Khand Galli, Tukaram Maharaj Cultural Bhavan Office, Prakasha Maragale home, visit to Madhu Bandekar’s House, Vadagaon, Old Belagavi, Sulaga, Uchagaon, Belgundi, Vijayanagar and Kangrali K.H. If they visit places and participate in various programs, and make any provocative speech in the program and makes any statement related to the border dispute, there is a possibility of a language problem and a threat to law and order within the jurisdiction of the Belagavi City Police Commissionerate and damage to public properties.
If the said persons enter Belagavi city and makes a provocative speech and makes any statement, there is a possibility of unpleasant incidents and linguistic problem in Belagavi city. Due to this, law and order in the jurisdiction of Police Commissionerate of Belagavi City is likely to be affected and there is a possibility of damage to public properties.
Therefore in the interest of maintaining law and order in the city of Belagavi CoP has requested to issue an order prohibiting them from entering the jurisdiction of the Belagavi.
Accordingly,Superintendent of Police, Belagavi District, Belagavi has recently reported that some miscreants from Maharashtra have written Jai Maharashtra on the buses of Karnataka State (NWKRTC) and pelted stones and damaged the buses within the limits of Kolhapur, Satara, Mane, Sangli, Aurangabad districts of Maharashtra state. Accordingly, people’s representatives and workers of organizations in Maharashtra are making controversial statements on the border issue. Presently the Karnataka and Maharashtra border issue is pending in the Hon’ble Supreme Court.
